Performance Evaluation Of State Government Of Prefecture-level City In Hubei Province Based On DEA-mamlquist Index

Government performance is an important embodiment of government efficiency and ability to perform duties.Government performance evaluation is an essential tool to examine government performance and improve performance level,and it plays an important role in the modernization of national governance system and governance capability.Local governments are the cornerstones of national governance,and their effectiveness and ability to perform duties relate to the implementation of central policies and local development and progress.Grasping the performance of local government is necessary to optimize the performance level,improve the ability of governance and promote the transformation of governance.The performance evaluation of a local government shall follow the five basic steps of selecting the evaluation object,determining the value orientation,selecting evaluation methods,building the indicator system,and analyzing and evaluating the results.This study sorts out the local government performance and the local government performance evaluation knowledge lineage,and the state government of the city of Hubei Province is considered as the evaluation object.Based on the functions of local government,the value orientation is determined in the light of the development of the new era.By using the method of data envelope method,the paper constructs the evaluation index system which includes the number of local public officials and the relevant input index of the local fiscal expenditure,the nine output indexes related to economy,education,people's livelihood and environmental protection.According to the research,the performance of the state governments in the cities of Hubei Province existed in the period from 2012 to 2016.It is found that the performance of the state governments in Hubei Province mainly depends on the new knowledge and the application of new technology,the management technology,the system setting and the scale efficiency are limited to the improvement of the performance of the government.Based on this,this paper proposes the improvement of administrative management technology,deepening the government management system reform and optimizing the allocation of government resources.
