On The Perfection Of Centralized Government Procurement Legal System Of China

As an important part of the financial system,government procurement system has lasted more than 200 years in western countries.The government procurement system of China started in 1990 s,and has sustained for nearly 30 years,experienced a development progress from nothing to relatively mature,and acted an important role in improving the efficiency of financial funds,safeguarding national and social interests,prompting industrial development,and prompting honest government construction.This dissertation focuses on centralized government procurement,which is the most representative form of government procurement system,and the contents are as follows.The first part is the basic theory of centralized government procurement,including its concept,characteristics and attribute,providing basis for later discussion.Secondly,although centralized government procurement of China develops rapidly and produced remarkable results,various problems occurred in practice cannot be ignored.Based on some practice,the author emphatically analyzed the most outstanding disadvantages of the system,including legislation,operation and supervision,hoping to find a breakthrough for later advices.Thirdly,refine usable extraterritorial experiences by researching the same or approximate system of other countries or organization.Lastly,put forward the targeted countermeasures,containing structuring perfect legal system,making the normative operation program,and realizing comprehensive legal supervision.
