Research On The Problems And Countermeasures Of Government’s Role In Smart City Construction In Xiantao City

In developed countries,Smart City,as a strategical solution to urban population growth and other crisis of urbanization,have been proposed in the 1990s.During the 10 years of evolution,the Smart City strategy has made some substantial achievements.But domestically,the Smart City practice has been still in its infancy stage since 2009 when the concept of Smart Earth was proposed by IBM and was noticed by the scholarship.Since 2011,in succession,a couple of developed coastal cities have set off an upsurge of Smart City construction.By the end of 2015,the urbanization rate of China has reached 56.1%.Urbanization is natural selection stage from an agricultural society to an industrial society,and an important symbol of social modernization.From 1978 to 2015,the urbanization rate of China had increased from 17.9%to 56.1%,with an average annual increase of 1.03%,which is very rare in human history.However,historically,the urbanization approach of China prioritized speed over quality.Now,what we need is how to quantify urbanization quality,and find some general laws of urbanization through comparative studies,and find a new approach to urbanization.In this new stage of urbanization,in addition to relying on radiation effect of large cities,but also to focus on the development of small and medium cities,especially central towns,county centers,etc.,which have rich natural resources,a good ecological environment and a strong capacity for rural population transformation.As Smart City has adapted as a strategical approach of new urbanization stage,many cities of our country have carried out such approach in succession,e.g.Smart Yangshan in Wuxi,Smart Zhangpu in Kunshan,Smart Town in Lechong of Fushan,etc.Being a connecting link between urban and rural areas and a tactic pivot t for the new urbanization stage,there will be more and more small to medium towns to be the main force of the new urbanization stage.To the success of Smart City construction,reasonable guidance by the government is the guarantee:in Socialist Marketing Economy system,the government need to be NOT WRONG,NOT OFFSIDE,and NOT ABSENSE;and need to theoretically research and practically handle the relations of government and citizen,government and enterprise,government and market,and government and society.Starting from present construction status of Smart City,this article examines and analyzes the problems and solutions of Smart City construction process.Through referencing domestic or abroad experience of Smart City construction,especially from a perspective of government functions,this article researches Hubei province,Xiantao city,for studying problems,solutions,and the effectiveness of government functions during Smart City construction process.
