Research On The Evaluation Of The Minimum Living Security System For Urban Residents In Wuchang District Of Wuhan

In the process of China's market economy reform,there is differences for people and families in gaining material resources and social resources,results in the emergence of poor groups,known as the urban poor.In order to alleviate the difficulties of urban poor and ensure their basic living standards,our government has established a minimum living security system for urban poor.This paper takes the urban minimum living security system as the research object,selects Wuchang as the research area.First of all,based on the study of related research at home and abroad in detail,the Wuchang minimum living security system's operation condition,the recipients' information and other relevant data has been collected through field research and home visits;secondly,by setting reasonable measurement index and the "Structure-process-outcome" evaluation system,the system design,government support,financial management,people management,running status and the recipients perception of Wuchang minimum living security system has been evaluated;finally,some policy suggestions has been put forward to improve Wuchang minimum living security system's operation effect.Through the research above,the following conclusions has been drawn:1)Wuchang minimum living security system is relatively complete;2)Wuchang minimum living security system's funding management system and running status are in good condition;3)the operation mechanism of Wuchang minimum living security system has been optimized;4)recipients perception of Wuchang minimum living security system is good condition;5)Wuchang minimum living security system has problems of the low standard of salvation,managment deficiency,the lack of policy advocacy and other issues.According to the research conclusion above,the following suggestions has been proposed:1)Increase financial input,and gradually improve the urban minimum living standards,2)Continuing reinforce the dynamic management of household economic information and information check work;3)Continuing strengthen the people management and training of full-time staff;4)Enhance the urban minimum living security policy's propaganda,and establish the linkage mechanism between policy propaganda and employment;5)Moderately regulate the social obligations of the recipients,to achieve the unity of rights and obligations;6)Establish a scientific evaluation system of urban minimum living security system;7)Guaranteeing the transition of urban minimum living security policy step by step,from absolute poverty relief to the relative poverty relief.
