At present,we are in the decisive battle to advance the poverty alleviation.We should attach great importance to and pay attention to the problem of urban poverty.As the bottom-line system in social security,the minimum living security system plays an important role in solving urban poverty and affects the urbanization process and social harmony and stability.It is an important practical problem and academic proposition to scientifically and objectively evaluate the performance of the urban minimum living security system and analyze the existing deficiencies of the minimum living security system.Based on the actual situation of urban minimum living security in Inner Mongolia,this article uses qualitative analysis and quantitative analysis,this article based on anti-poverty theory and welfare economics theory,drawing on multiple value standards and existing performance evaluation Methods Design the index system and method for the performance evaluation of urban minimum living security system in Inner Mongolia.Divide the performance evaluation system of urban minimum living security system into four subsystems: system design,implementation effect,government participation,and social benefits.The indicators were expanded to 13 three-level indicators,and the weights were determined using the analytic hierarchy process.Finally,the fuzzy comprehensive evaluation method was used to achieve a comprehensive evaluation of the overall performance of the urban minimum living security system in Inner Mongolia.The study found that the urban minimum living security system in Inner Mongolia tends to be good,and there is still room for improvement.Finally,the paper proposes a corresponding optimization path for the existing problems.
