Research On Satisfaction Evaluation Of Urban Residents' Minimum Living Security System In Xinyang City,Henan Province

The communist party of China' s the fourth plenary session of the nineteenth central committee proposed to improve the well-being of the people and build a people-satisfied government.The minimum living security system for urban residents is an important part of social security and social assistance,and the research on its satisfaction can not only promote the exploration of anti-poverty theory,but also have important practical meanings for the government to guarantee and improve people' s livelihood,improve the living standards of poor groups,and build a socialist harmonious society.By using the methods of literature,questionnaire and analytic hierarchy process(AHP),this paper selects the poverty-stricken area of Xinyang City,Henan Province,and evaluates the satisfaction of the minimum living security system of its urban residents by constructing a satisfaction evaluation model of 3first-level indicators and 12 second-level indicators.The results show that the mode of satisfaction of low-income households with the urban residents' minimum living security system is 80 points,the median is 76.8 points,the average is 73.3 points,low-income households are generally satisfied with the urban residents' minimum living security system.Among the three first-level indicators,the satisfaction with the adequacy of the the minimum living security system's assistance level is the highest,the satisfaction of the minimum living security system' s aiming effectiveness and the satisfaction of the minimum living security system' s operation are the second.Regression analysis shows that high satisfaction of low guarantee amount?reasonable definition standard of low income people?help to get rid of poverty and government help to meet the needs of low-income households,the four factors have a positive impact on the satisfaction of urban residents' minimum living security system.At the same time,the study found that the urban residents' minimum living security system is still insufficient in the aspects of the fairness of qualified identification?aiming efficiency?policy operation and so on.Based on this,it proposes to increase the low guarantee amount?improve the relief standard,and achieve the sufficiency of relief;improve the fairness of the minimum living security system' s qualified identification,and improve aiming efficiency;improve the quality of policy implementation and services?ensure the efficiency of policy operation;attach importance to development assistance;attach importance to humanistic care,improve the satisfaction of the poor;pay attention to the transition from absolute poverty to relative poverty,address regional poverty,and eliminate imbalances in regional development.
