Western "welfare state" after the oil crisis,to get rid of the welfare state system bring a heavy financial burden to the government,to seek the innovation of public service supply system.At the same time,along with the rise of global governance theory,social governance structure is to plan,gradually moving towards a single center governance polycentric governance.Under the dual background,the market role in the supply of public service more and more get the attention of the government,the western countries have implemented the government purchase of public services practice,through market——oriented reforms to deal with the prominent problems in the public service supply.In recent years,with the government public service model has achieved significant success in many countries,our government has begun to focus on throughout the country to promote the public service marketization reform,to 2013,issued by the general office of the state council’s "on the guidance of the government power to buy services to the public opinion,but also to the climax to the wind of change.Looking from the practice,the social organization into public services,help to accelerate the change of government function,reduce administration cost,optimize the quality of public services,improve service efficiency,strengthen the public service pertinence.But,because our country market economy system is not mature,and the public service marketization reform practice experience is not rich,the government,social organization and social public three yuan to buy the main body in the purchase of public services in the whole process is still faced with different degrees of risk.Therefore the author believes that although the government purchase of public services is an effective means of innovation public service supply system,therefore,it is necessary for the government to buy public service risk prevention system is studied.This paper first analyzes the research background and research significance of the paper,and expounds the research status quo at home and abroad,the research ideas and methods adopted in the paper,and finally puts forward the research emphasis,difficulty and innovation.Then,it defines the three related concepts ofpublic service,government purchase of public service and government purchase of public service risk,and lists the basic theory of new public service theory,principal-agent theory and risk management theory.On the basis of elaborating the basic concept,the author analyzes the ternary subject in the purchase process and the premise of forming the ternary subject relationship,and enumerates the risks that the government,social organization and the public may face in the purchase process.Based on the previous research methods and theoretical basis,this paper analyzes the causes of the risk of the government in the process of purchasing public services,and describes the four aspects of purchase concept,legal system,competitive environment and supervision mechanism respectively.And through the British,the United States,Japan,the risk prevention practice to be analyzed,come to our government can learn from the experience.Finally,based on the experience of the government in the purchase of public services and the causes of the developed countries,this paper puts forward the five aspects of improving the development of the environment,improving the government contract management ability,changing the concept,promoting the healthy development of social organizations and establishing the early warning mechanism The countermeasure.
