The Government Purchases Public Service Risk Prevention Research

The concept of government procurement of public services originated in western developed countries,and has far-reaching impacts on environmental health,infrastructure and other fields.Western scholars have carried on the research in this field for a long time,and also obtained remarkable research results.While introducing the concept of government purchase service in the field of public service supply,we also learn from the experience of western research in this field.After multi-level exploration and practice,it has achieved remarkable results in this field.We have accumulated rich experience in improving the quality and level of public service.Therefore,the government's purchase of public service has become a new way of public service reform in our country.However,this concept has encountered many difficulties and some risks in the practical application of China.Therefore,this paper focuses on the study of the risks in the process of government procurement,and the theory of risk management is the theoretical guidance.Identify,analyze and analyze the risks in the purchase process and effectively prevent them.This paper is composed of four parts.The first part explains the meaning of public service,the connotation of government purchase of public service,purchase scope and method.And explained the concept and connotation of government purchase of public service risk,This paper introduces the theoretical basis of this study:Principal-agent theory,New public service theory and Risk management theory.The second part is to identify the risks in the five stages of government purchase of public services,such as "buy what","who is buying","how to buy","how to buy" and "how to evaluate" ?Firstly,the paper briefly analyzes the status of government purchase service risk management,Especially on the theory and application of risk identification and analysis.Secondly,from the perspective of the subject,principle,procedure and identification method of risk identification,the risks in the purchase process areidentified.The third part discusses the risk of each stage of purchase,and the risk factors were analyzed,and identify the causes of the risk.The fourth part starts from the various stages of government purchase of public services,and puts forward specific risk prevention countermeasures for each stage of existing or potential risks.The aim is to minimize the impact of risk on the supply level of public service and ensure the realization of the maximization of public interest.
