The government's purchase of public services from social forces is an epochal indicator of the changes in China's political and social relations.Since the fortieth anniversary of the reform and opening up,the content of public services provided by the government has increasingly involved in many areas such as improving people's livelihood.By introducing market competition mechanism,the government outsources part of its social responsibility to social forces,so as to reduce the expansion of the government,improve the quality of public services and reduce the cost of public services.The earliest exploratory mode of purchasing public services by our government began in the 1990s at Luoshan Civil Guild Hall in Pudong,Shanghai,and achieved good results.As a result,the purchase of public services by the Chinese government from social forces began to flourish all over the country with broad prospects.In September 2013,the State Council issued?the Guiding Opinions on the Government's Purchasing Public Services from Social Forces?,which clearly stated that"the government should make more use of social forces in the field of public services and increase the government's purchasing of public services" as an important way to transform government functions and improve public services,and carry out comprehensive promotion throughout the country.However,with many theoretical studies and practical results in this field,the government's purchase of public services from social forces is not a panacea,which brings remarkable results,but also shows shortcomings and shortcomings.Donald Kettle,an American scholar,put forward that"competition mechanism is not always a magic prescription,although competition can improve efficiency,but it is not always the case." In other words,the introduction of competition may also restrict the realization of his goals,such as "waste of resources","low efficiency","responsibility shirking" and other risk issues.Therefore,after introducing the "enthusiasm" of market mechanism,we need to re-examine the advantages and disadvantages of government purchasing public services from social forces and return to "rational" thinking,study the potential risks of government purchasing public services from social forces,and propose targeted preventive measures.This paper takes the basic process of government purchasing public services from social forces as the starting point,and takes risk management theory as the main guidance to analyze and study the potential risks in the process.The main ideas of this paper are as follows:The introduction mainly elaborates the research and development status of the government's purchase of public services from social forces.By reviewing the current research situation at home and abroad,the author raises questions and questions.In the first chapter,the basic concepts of government purchasing public services from social forces,including public services,government purchasing public services and social forces,are clarified by referring to the existing literature research of relevant scholars.Combing the new public service theory,principal-agent theory,risk management theory,to provide a theoretical basis for the government to purchase public service risk perception and prevention.Chapter 2,based on the research of relevant domestic literature and the exchange of scholars and experts,puts forward the specific risk manifestations in the process of government purchasing public services from social forces.Chapter III,the government to buy public services from social forces of the root causes of risk analysis.Mainly carries on the detailed analysis to the internal and external causes of the risk.Chapter IV,in view of the six links in the purchase process,puts forward the corresponding preventive path.
