A Study On Tsai Ing-wen Authority's "New Southbound Policy"

In September 2015,Tsai Ing-wen formally proposed the "new southbound policy",at that time,the "new southbound policy" was only a conception of Tsai's team's solution to the current economic development and the priority of Tsai's team was to win the election of Taiwan 2016.On August 16,2016,after three month Tsai took charge of the new government,Taiwan "Executive Yuan" finally approved "Guidelines of New Southbound Policy" in the foreign economic and trade strategy conference,and set forth"New Southbound Policy Promotion Plan" based on guideline later on September 5,2016.This promotion plan is mainly focused on "economic collaboration,talent cultivation,resources sharing,regional links" four aspects,and the new government has developed the annual work of 2017 according to this promotion plan.Since the introduction of the new southward policy,the implementation of the"new southward policy" has been transferred from the conceptual propaganda stage to the formal implementation stage,but the prospect of Taiwan's economic development is still in the state of observation.The author analyzes the background,the implementation process and the development prospect of Tsai Ing-wen's "new southbound policy" through the comparative research method,and analyzes the political connotation and the obstacles in the development of this policy,assumes that if Tsai Ing-wen Still maintain the idea of "Taiwan independence",the "new southbound policy" may fail as the "go south policy" of the previous Lee Teng-hui authority and Chen Shui-bian authority.
