Since the end of the cold war,especially in the new century,the increasing number of international issues has promoted the deepening of bilateral relations.With the outbreak of the financial crisis,many countries have adopted a variety of levels of dialogue or negotiation mechanism in the process of bilateral relations.On this account,this paper takes the two dialogues of Sino-US and Sino-Russia as examples to systematically analyzes the origin,the formal features and the general operational characteristics of the system,and compares the differences between the new and the old bilateral diplomatic mechanism.And thus,to summarizes its significance in the contemporary bilateral diplomatic practice.The S&ED mechanism is divided into two parts:the strategic dialogue and the economic dialogue,which are co-chaired by the Deputy Prime Ministers of the two countries,this mechanism aims to hold talks on bilateral and international issues though negotiations,exchange of views and thus to reach agreement.Sino-Russia Prime Minister Regular Meeting mechanism is composed of four different levels of dialogue mechanism.in a narrow sense,it refers to the annual meeting between the Prime Ministers of China and Russia,through negotiations to promote mutual understanding and then to reach a consensus on cooperation.This paper argues that the new mechanism of bilateral diplomacy refers to the sovereignty of the country to take the multi-sector high level dialogue as the main form of regular negotiations promoting cooperation between countries and binding the formation of certain norms to tackle common interests of bilateral and global issues.In conclusion,On one hand,the new mechanism is the innovation and breakthrough of traditional diplomatic mechanism,reflecting the current theory of bilateral diplomatic new development;on the other,with the improvement of new mechanisms,there will be more and more countries adopt them to deal with bilateral relations.
