A Study On The Performance Of Duties Of The Discipline Inspection And Supervision Institutions Dispatched By The Municipal Government

In September 1982,the 12 th National Congress of the Communist Party of China clearly stipulated that the Central Commission for Discipline Inspection of the Communist Party of China could send discipline inspection teams or inspectors to the party and state organs at the central level.In April 2004,the dual leadership of the designated agency was changed to the direct leadership of the Supervision Department of the Central Commission for Discipline Inspection.In November 2013,the Third Plenary Session of the 18 th Central Committee of the Communist Party of China decided to adopt a unified name and unified management for resident discipline inspection bodies,and that resident agencies shall be responsible to the resident agencies and perform their supervisory duties.In order to adapt to the new situation,new tasks and new requirements,the central government issued the opinions on strengthening the construction of the post of the Central Commission for Discipline Inspection in December 2014,and the opinions on deepening the reform of the post of the national supervision and Accreditation of the Central Commission for Discipline Inspection in October 2018(No.58 document).Extend the feeler of supervision and discipline enforcement to all localities,departments and units.The post not only performs the responsibilities of supervision and discipline enforcement accountability in accordance with the party constitution and rules,but also performs the responsibilities of supervision,investigation and disposal in accordance with the law,and exercises the corresponding discipline inspection and Supervision Authority according to the authorization of the superior discipline inspection commission.Sending a discipline inspection and supervision team to the party and state organs for post supervision is conducive to maintaining the authority of the Party Central Committee and centralized and unified leadership,strengthening the political supervision of the units in place,forming a power supervision pattern of "four full coverage" including discipline supervision,supervision,patrol supervision and post supervision,and improving the supervision system.At the same time,it also improves the governance ability,makes the supervision function more optimized,the responsibility and power more coordinated,the supervision more powerful,the operation more effective,and transforms the institutional advantages into the governance efficiency.In 2019,the city of N completed the reform of the disciplinary inspection system,and completed the reform of the supervisory system at the beginning of 2019,with full coverage of resident supervision.In 2019,the city of N placed 3,868 clues about the handling of problems,put on file 1,684 cases with 1,808 people,punished 1,706 people,and transferred 84 people to the judiciary,recovery of two fugitives and recovery of economic losses of 220 million yuan.Although some achievements have been made since the reform of the discipline inspection and supervision system,and the role of resident supervision has been highlighted,some problems have gradually emerged,such as the Unsound Management System of resident agencies by resident agencies,the ability and quality of the staff stationed in the agency do not match with the new post and the new task,the relationship between the stationed agency and the unit,etc.It is very important to improve the effectiveness of resident supervision and to find and solve the problems that restrict the performance improvement of Resident Discipline Inspection and supervision team.This paper analyzes the situation of discipline inspection and supervision institutions dispatched by N City,and takes the discipline inspection and Supervision Group of Natural Resources System stationed in n city as an example to analyze the present situation,existing problems and the causes of the problems,using the method of literature,interview,investigation to collect and sort out the relevant information,based on the theory of inner-party supervision and the theory of State supervision,this paper puts forward some suggestions for perfecting the system and mechanism of resident agencies.I hope it will help to improve the performance of the discipline inspection and supervision team stationed at all levels,and make a small contribution to improving the performance of the discipline inspection and Supervision Committee,strengthening the construction of the Party's Work Style and clean government,and enhancing the ruling ability of the Communist Party of China.
