Research On The System Of Food Nutrition Labeling

The 13th Five-Year Plan period is the sprint stage when China accomplish the first Centenary Goal.During the period,the Party Central Committee and State Council pay more and more attention on the food safety work.The determination of government to maintain the health of the people has never been shaken,and the appeal for strengthen food safety gathers momentum.The Fifth Plenary Session of the Eighth Central Committee proposed to speed up the pace of healthy Chinese construction,in order to let the people have assured safety food,China will implement the food safety strategy and determine to establish a strict and efficient food safety management system of social co-governance.At this stage,with the consumer's structure has entered a period of transition,the food consumption has changed from the type of the food and clothing to the nutritional health-type,the needs of nutrition and safety food grow day by day.The food nutrition labeling as an important tool to guide consumers to choose food properly,but the implementation is unsatisfactory in China,Because the lowly mark rate,the chaos label marked,the false information marked and other issues,consumers still can not make full use of the food nutrition label to guide for carrying out their choice.Through observing European and the United States' food nutrition labeling system,we can found that Europe and the United States overcome difficult problems of food nutrition labeling system.Their perfect legal system,strict management procedures and punitive damages system should be studied by China in the development of China's food nutrition labeling system.In order to change the plight of China's food nutrition labeling management,we need to establish a new management system which could encourage local governments to execute their management responsibilities actively.In addition to the introduction and conclusion,this paper is divided into four parts:The first part is the general theory of food nutrition labeling system.This part starts from the status quo of labeling of food nutrition labels in China,and puts forward its shortage of food labeling system.Then,the concept of food nutrition labeling was introduced which including the labeling range and labeling content of food nutrition labeling,and the relationship between food nutrition label and food safety was analyzed.At the same time,the necessity of perfecting food nutrition labeling system was discussed.The food nutrition labeling system can play a good role in perfecting the protection mechanism of consumer rights and the food safety management system,reducing the technical barriers of food labeling.The second part is the practices and the shortages of food nutrition labeling system in China.This part discusses the status quo and shortcomings of the development of food nutrition labeling legislation,management mechanism and supporting mechanism.First of all,through sorting out China's legislations of food nutrition labeling and its established system,And then it investigates the functions and divisions of labor of our country's food nutrition label management agency,and points out the existing problems of its management mechanism and the supporting mechanism.The third part is the investigation of practices and experiences of food and nutrition labeling system in Europe and America.This part examines the laws and regulations of food and nutrition labeling in Europe and America,and analyzes the management mechanism and supporting mechanism of food nutrition labeling in Europe and America,and draws lessons from the experiences of food and nutrition labeling system in Europe and America.The fourth part is the perfect path of food nutrition labeling system in China.Based on the experience of Europe and the United States,this part puts forward the path choice of perfecting the labeling system of food nutrition in China.First of all,we should improve the legal system of nutrition labeling in China.To heighten the legislation level of food nutrition labeling,keep the pace of legislation with the times.Secondly,we should sort out and integrate the existing laws and regulations,and update the standards of the food nutrition labeling.Followed by China's food nutrition labeling management mechanism proposed improvements.Finally,we should establish the supporting mechanisms of the food nutrition labeling system,to strengthen the application of food nutrition labeling research.
