In order to provide high-quality education services to citizens,European and American governments started purchasing education services on the open market at the end of last century.Since the implementation of reform and open-up policies,trial programs featuring similar measures have started in China.However,the current government purchase in this realm is a practice limited to well-to-do areas rather than the norm.This paper looks into the current educational services,provides theoretical framework to measure the new trend of government purchase,and sheds light on how the measure can be more widely applied.Government purchase of education services is usually conducted through cooperation between the relevant agencies and service providers in the form of government subsidy based on fair rating of the service.The goal is to provide high quality education to citizens.The government's role in the purchase is to mediate and incorporate the service into the education system as a whole.The overarching objective of public purchase of education service is to give a boost to education and contribute to civic virtue and knowledge.Public purchase of international education service has become widely recognized.With the expansion of the private sector,the current pattern of orienting education to market needs has gone awry in many ways and requires immediate management solutions.This paper sets out from the operation model of bringing in private-sector service and points out the need for international education.Based on the internationalization of education in Guangzhou City,this essay assesses service model,service access,the legitimate role of the government and the effectiveness of the current body of laws.Through comparison with the experiences in Australia,Japan and Germany,this essay seeks to glean the applicable experiences and put forth a governing strategy that suits local circumstances.
