Social public service is a basic factor for social development.The government's purchase of service from various entities promotes the transformation of government functions and brings inclusive benefits to people.The purchase of education service is necessary to improve education quality,reduce education cost and meet the demands for various levels of education of people.In the new era,the introduction of maker education provides a feasible model for the education reform aiming at developing innovative talents.The Beijing municipal government,on that basis,has explored in purchasing public education service,such as open scientific practice for junior school students and other innovative education program,which provides policy support for the development of maker education in China.But problems related to the policy,access standards and oversight,and assessment are exposed and yet to be improved.This paper first illustrates the basic facts about the development of education and the overall development and problems of the government's purchase of public education service in China.Based on the concepts of public education service,educational organizations and government's purchase of public education service,and theories of new public service and theories of public products,this paper explores the situations and problems of Beijing municipal government's purchase of education service provided by QC Maker Education through case analysis.On the basis of case study,this paper proposes suggestions in terms of operation,self-development of educational organizations and oversight mechanism.First,the system and procedure of purchasing should be standardized.Second,the selection system should be enhanced through regulating bidding procedures,establishing supervision system,improving assessment system and quit system.Third,maker education provider should improve themselves,cultivate professional faculty,design specialized curriculum and integrate social resources.The third-party service be given full play to help the improvement of such providers.In this way,a sound system will be constructed.
