Research On Zibo Municipal Government Purchasing Preschool Education Services

The pre-school education period is the beginning of the life education stage,which greatly affects a person's life.The right to education of our citizens is protected by law.Over the years,the Chinese government has continuously increased financial investment in education to improve the level of education and comprehensive quality of the entire population.However,compared with primary education,secondary education and higher education,the shortage of supply in the pre-primary education market has not been effectively alleviated,and even with the liberalization of the "two-child" policy and the increasing public demand for high-quality pre-school education,the The problems of "difficult to enter the garden" and "expensive to enter the garden"of preschool education in many cities in China continue to be highlighted.Zibo is a traditional old industrial city that is undergoing transformation and upgrading.The population-intensive structure has not changed for the time being.The "dual" pressure brought by the growth of natural population and the increase of foreign population is impacting the city's preschool education market.Realizing the seriousness of this problem,we are actively exploring the purchase of preschool education services.This article focuses on the various problems in Zibo Municipal Government's purchase of preschool education services,analyzes the reasons for the problems,and proposes relevant countermeasures and suggestions.This article first collects and summarizes the current status of preschool education development in various districts and counties in Zibo City and the status quo of government purchase of preschool education services through interviews and documentation methods.It is found that the main problems are:the process of purchasing preschool education services is slow,the method of purchasing services is relatively simple,and each district and county purchase preschool education The effectiveness of educational services varies greatly and the supervision and management mechanism is incomplete.The reasons for the analysis problems are the unreasonable structure of pre-primary education resources,the single type of educational institutions in the pre-primary education market,the impact of differences in the economic development levels of various districts and counties,and the lack of resources for third-party educational evaluation institutions Secondly,by analyzing the practice of domestic and foreign governments in purchasing preschool education services,summarizing the characteristics of various purchasing methods,and providing reference for the improvement of Zibo city government to purchase preschool education services;finally,from the implementation of perfect policies,the adoption of diversified purchasing models,overall planning Each district/county puts forward corresponding countermeasures and suggestions on education financial investment and the improvement of internal and external supervision and management systems.
