Research On Urban Public Security Governance-a Case Study Of Tianjin 8·12 Accident

Since the advent of human society,all kinds of disasters and public crisis have always been accompanied by the history of human social development,which is not only idetrimental to human life and property security,but also will bring a damage to the stability of the country.China has entered into the rapid development stage of urbanization,the social and economic level continues to develop,at the same time,all kinds of complex urban public security problems are increasingly serious,China's urban public security is facing a severe test.The city is a highly focused area of human,material and financial resources,and a compass that leads the rapid development of society and economy.The protection of urban public safety is the prerequisite for the stable development of major cities in China.It is a key strategic issue related to the safety of life and property of every resident and the coordinated development of all aspects of the city.On the reality,China's urban public security there are still many problems,therefore,in the new situation,the face of increasingly complex urban environment,how to improve the urban public safety management capacity to effectively deal with various types of urban public security emergencies,is important significance.This article is based on a large number of data collection and finishing,will analyze the whole process of Tianjin 812 accident a relatively comprehensive understanding and description.Based on the theory of the new public management and the theory of risk society,this paper analyzes and summarizes the problems and causes of the accident in Tianjin 812.And then summed up the United States,Japan,the Netherlands three countries related to urban public safety management lessons and inspiration.Finally,the author makes a positive and beneficial thinking and exploration on the urban public safety governance in our country,and puts forward practical suggestions and countermeasures,including:the thinking of governance,the emphasis on prevention management;the governance subject,the multi-participant,the governance dimension and the mutual cooperation;Governance content,attention to urban development;governance methods,attention to sound mechanism.
