Research On The Problems And Countermeasures Of Public Security Governance In Urban Communities In Y District Of Chongqing

As an important part of social governance,urban communities are the "last kilometer" for the Party and the government to contact and serve the masses.The report of the 19 th National Congress made it clear that we should strengthen the grass-roots foundation of social governance and constantly improve the construction of community governance system.The Fourth and Fifth Plenary Sessions of the 19 th Central Committee of the Communist Party of China proposed to build a new pattern of grass-roots governance to provide more accurate and refined services for urban communities.As the basic unit of public safety and social governance,urban community is the key to realize the sinking of the center of gravity of security governance and the forward of the gate.Public safety in urban communities has become the basic condition for ensuring people's pursuit of a better life,the stable operation of cities and the maintenance of long-term stability of the country.Under the current social background,the risks accumulates and disaster accidents occur frequently.The public safety management ability of urban communities needs to be improved urgently.Grasping the profound connotation of safety development,correctly understanding the nature of public safety problems in urban communities and drawing on the experience of community public security governance can guide urban communities develop more effectively in terms of public security governance.The relevant contents of the public security governance of urban communities are combed and the actual effectiveness of public security governance in urban communities is evaluated.The research goal of this paper is to optimize the path of public security governance in urban communities and then improve the ability of urban communities to cope with risks and provide public security guarantee ability.Taking Y District of Chongqing as an example,this paper analyzes the current situation of urban community public safety governance in Y District by means of field survey,questionnaire survey and literature research,summarizes the existing problems in public safety governance and proposes ways to improve it.The paper mainly includes five parts.The first part,based on the national policy,social development and the current situation of urban communities,elaborates the significance of urban community public security governance research.The second part is to define and explain the relevant concepts and guide the urban community public safety governance based on the theory.The third part discusses the current situation of public safety governance in urban communities in Y District from the perspectives of in-depth security concept,diversified governance subjects,innovative governance methods and abundant governance means.The fourth part analyzes the problems existing in community public security,such as residents' lack of awareness of participation,imperfect system design,fuzzy rights and responsibilities of community governance,unreasonable allocation of governance resources,and one-sided application of science and technology.The last part,based on the on the practical problems,explores the feasible countermeasures of public security governance,and proposed the establishment of value consistence,institutional standardization,subject diversification,content refinement,technical intelligence of the "five-way thinking" so as to improve the public safety governance system of urban communities.
