A Study Of The Professional Third-party Involvement On Government Purchase Of The Service Of Social Organization

Government purchase of social service provides a channel for social forces to take part in social affairs and public administration,and really made a contribution to promote innovation of government function,the other side,it is also for government to satisfy multiple and especial demand of public service about citizen.However.at present,the development of social organizations in our country is not yet mature.There are many problems in the purchase of government services,such as the use of funds should be standardized,and the level of professionalism of service should be improved,the government just can provide funds,but can't provide professional guide because lack of something.For the purpose of the development of social organizations and the government to improve the efficiency of service.the professional third-party institutions began to active in the government to social organizations to purchase services.In this study,the D institution involvement on Beijing Social Construction Office purchase of social service as a case study,through I took participate in the day-to-day work of the D organization,interviewed the relevant person in charge of it,and conducted research and interview about organization which was evaluated and supervised by D operation.My article mainly talk about the D institutions as a professional body how to involvement on Beijing Social Construction Office purchase of social service,including the content,the general process and significance.At the same time,I also find some problems about this action in the course of practice,including the independence of the organization.and the professional service should be improved,and it is also lack of competition because lack of the professional third-party institution at present,but they undertake lots of project from government beyond their capacity.Superficial to see that is a good direction to promote their own legitimacy,professional capacity building,and strengthen their independence by increasing revenue from more channel.Deep-seated reason is the attitude of the government about social organizations,if it is to encourage the full liberalization,advocacy of civil society,allowing social capital influx,it is open system design,fullyopen free capital into accelerate the development of social organizations;if not,the government should invest more resources,when the official policy advocacy and support of the tone,the introduction of more refined to the industry policy norms,the specific benefits to the industry practitioners,with policy benefits and resources into the birth of the industry level.
