From Other-organization To Self-Organization:the Path Choice Of Community Participation Of New Citizen Groups

Creating a public community requires direct participation of community residents,and community participation is an indispensable way to develop communities.In the construction of new cities,the government will take some countrysides around the city into the scope of urban management.The identity of farmers has changed after they loss their land and they become the city's new citizens.For this group,practice of other-organization and self-organization has produced a different effect on the integration of new citizens into the community.The new citizens,under the arrangement of other-organization,have acquired legal subject identity so that they can participate in the democratic elections of the community,the public affairs decisions of the community,the democratic life management of the community,and the supervision of community' committees.Although excessive community participation under self-organization will have a negative effect on the participation of new citizens in the community,its positive effect on the participation of new citizens can't be denied.Under the the self-organized arrangements,new citizens establish the interests rights organizations and life entertainment organizations.The former expresses appeal for self-interest through the government while the latter build a new public space through self-mobilization to participate in community activities.There are both differences and connections between the participation of self-organization and the participation of other-organization.Both of them are the premise of each other,and can't exist completely independently.In the process of new citizens'participation in community governance,it is inevitable that the path of community participation changes from other-organization to self-organization.However,it can't deny or neglect the positive effect of other-organization,that is,in the search for new citizens' participation in community,we should treat other-organization's reasonable core by inclusive attitude,recognizing the indispensable role of other-organization.Only by this way can it play an important role in helping and promoting the construction of self-organization path of new citizens' participation in community.In the study of structural design,this paper consists of three parts:The first part is the introduction.It introduces concepts of "community participation under other-organization" and "community participation self-organization" through new citizens,new citizens' community participation,and relevant research and analysis of self-organization and self-organization.And it determines to use the two concepts to analyze the practice of new citizens,participation.Besides,this chapter also introduces the basic situation of the cases.The second part is the analysis part,including Chapter Two,Chapter Three and Chapter Four.By comparing the efifect of new citizens' participation under other-organization and self-organization,it 1s found that the participation of the new citizens in the two organizations is complementary to each other in the process of community govermance.The combination of this two is the realistic path of new citizens,community participation.The third part is the conclusion and prospect,which is the refined part of the paper.It summarizes the previous analysis.Realizing the deficiency of the paper,the author expresses prospect at the end,hoping that more students can pay attention to the study.
