The Difficulties And Countermeasures Of "Three-communications" In The Process Of Community Social Organization Development

In recent years,the BJ Civil Affairs Bureau has been vigorously developing the “three-society linkage” model to promote the development of community social organizations and solve various problems currently existing in the grass-roots community with innovative social governance methods.The Bureau of Civil Affairs of XJ District of BJ Municipality carries out and implements boost projects in accordance with policy guidelines and development needs.It purchases professional services from third-party social organizations and dispatches professional social workers to enter the surrounding communities.It collaborates with neighborhood committees to plan and implement targeted projects.The activities to meet the growing diversity of residents' needs,cultivate and promote the growth of a number of community social organizations,carried out a preliminary exploration of the three-society linkage model,and achieved certain results.From 2014 to the present,after nearly four years of development,the number of community organizations in the XC community has steadily increased.Community residents' committees and some community residents have a certain understanding and understanding of social workers,and social organizations have gradually formed social organizations and communities.Trust relations and mutual cooperation,but on the current development status,there are still a variety of problems that need to be resolved.During the six-month internship period of social work organizations,the author followed professional social workers and entered 28 communities in 7 streets within the jurisdiction of the XC District and cooperated with the neighborhood committees to jointly promote the growth of social organizations in the community.During the boost period,it was discovered that there were many problems in the links between neighborhood committees and professional social workers,between neighborhood committees and third-party social work organizations,between professional social workers and community social organizations,resulting in multiple parties Without effective communication,the linkage mechanism cannot be effectively implemented,which in turn hinders the professional,independent and long-term development of social organizations in the community.The author conducts research on why the "three clubs" cannot be effectively linked,adopts participatory observation and in-depth interview methods to obtain relatively direct,effective,and comprehensive data information.Through the study,it has found that the parties themselves have problems,such as "three clubs." “The subject's attachment to the government is strong,while the superiors lack the corresponding supervision and management;the social organization's social worker organizations are mainly project-based,and the professional social workers are underpowered;the neighborhood committee's political affairs are heavy,the content is dominant,and the form passively supports;community society The organizational growth process is inconsistent and has strong dependence;residents' participation in community social organizations and community service has a poor sense of awareness,which results in the failure of effective cooperation and effective cooperation among the three community members,which in turn leads to slow development of community social organizations.On this basis,the roles and functions of all parties are clearly defined,and effective communication and interaction between the various entities and suggestions for the development of community social organizations are proposed.
