Research On Social Work Involvement In Community Self-organization Ability Construction

In recent years,community governance reform has become an important social issue.The report to the 19 th national congress of the communist party of China(CPC)mentioned the need to strengthen the system of community governance,move the focus of social governance down to the grass-roots level,give play to the role of social organizations,and achieve positive interaction between government governance,social regulation and residents’ autonomy.Social organizations are directly nominated to participate in community building and social governance in the important forces in the community work has an important position.Community self-organization is a mechanism and measure to promote residents’ autonomy,which was promoted by the national community construction policy in the 1990 s.It emphasizes the establishment of trust relationship and fills the loopholes of hierarchical governance and market governance.Therefore,the self-organization mechanism accords with the characteristics of human nature and focuses on mobilizing the initiative of community residents.In China,the research on community self-organization focuses on the cultivation process and the improvement of residents’ individual ability,while the research on self-organization team ability and the participation of resident-led community is rarely involved.Compared with the government,social work has a strong professional advantage.The cultivation of community self-organization by using community work method can enrich the content of practical operation and provide the possibility for community self-organization to participate in community governance.The author as a social work institutions during the summer internship interns,directly involved in the community to build the public community self-organizing breeding process of venture capital project,in this article,through participatory observation method and structured interview method to obtain the social work intervention in community self-organizing ability in cultivating the practice of the construction process,after the analysis and summary of community self-organization ability to ascend the independent participation in community governance mode.The results show that social work contributes to the improvement of the following abilities of community self-organization: community participation ability,negotiation ability,organizational self-management ability and resource integration ability.The role of social workers in the process of community self-organization capacity building has changed from the role of enabler and organizer in the early stage of practice to the role of facilitator and companion,and they have accumulated experience in community work practice.While social workers have achieved obvious results in improving residents’ ability in the project,they also have some deficiencies.First,the limitations of the application of social work methods;Second,social workers lack experience and integrated thinking.Thirdly,the sustainable development of self-organization;In view of the above problems,put forward feasible countermeasures and Suggestions,so as to achieve sustainable development of community self-organization,community can truly realize residents’ autonomy,residents can jointly build a better home.
