Study Of Social Organization Involving In The Construction Of Emergency Management In Xi’an

With the government changing from all-powerful ones to limited ones, socialorganizations should play a key role in emergency management. The social organizations cando what government can’t do or not willing to do with its unique characteristics in thesystemic project to handing public hazardous issues. Thus, the social organizations can makeup to government’shortcomings in public administration.See from the domestic and external sides, social organizations can mend the gap betweenthe government and market to rebuild the inside mechanism based on the market itself. Firstly,this article discussed the background, domestic and external researching current situation;Then, it analysed the emergency management system and the contents of social organizations,especially the joint governance theory and its meaning to apply. Based on these, this thesisanalyzed what XI’AN have done in constructing the emergency management system and whatforeign government have done to get some good enlightenments, including principal part,operational mechanism, and organizational function distribution. As the principal part,government is superstructure and it should be governed by it; besides, the mediativeorganization is responsible for the communication between government and socialorganization; thirdly, the social organization social organization is the fundamental part to jointhe emergency management in different way. AS the social organization functions, it includesoffering resources, providing succor and releasing information. Lastly, the operationalmechanism can be divided into evaluation mechanism, funding system, shared responsibilitiesand supervisal mechanism. By the participating of three principal parts, the XI’AN emergencymanagement system will be a perfect systematic project.
