Research On Guangzhou Public Security Video Surveillance System Performance Evaluation

As an important part of improving crime prevention and control system,as well as the foundation work of urban modernization management,the video surveillance system construction of public security has been given more and more attentions by our country.With the increasing number of video surveillance systems through years of construction,this newly-developed measure of public security prevention and urban management has played an active role in criminal investigation,integrated management,public service for benefiting people and etc.Though some achievements have been made,there are still a few problems that must be solved in video surveillance system construction of public security in our country such as unreasonable distribution and redundant construction mainly because of the short of performance evaluation system adapted to the video construction.Therefore,the government investment in video surveillance system has the direct bearing on the urban modernization process and the well-being of people.Firstly,this text illustrates the research background,purpose,meaning and defines some related concepts.Secondly,this text introduces the construction status,function and purpose of the video surveillance system construction of public security in Guangzhou.Thirdly,in combination with industrial characteristics of public safety management,this text establishes an evaluation index system applying to the video surveillance system construction of public security in Guangzhou by setting the performance indicator using key indicators and setting the index weight employing delphi method and analytic hierarchy process method.This evaluation index system consists of 4 first class indicators which includes 13 second class indicators and 28 third class indicators.At last,to combine theory with practice,this text evaluates the second batch of video surveillance system construction of public security in Guangzhou by using the indicator system established above.According to its result,this text analyzes the existing problems in the present stage and provides some scientific and practicable advices.
