Research On Problems And Countermeasures In The Implementation Of Public Security Video Surveillance Construction Projects

The overall principle of public security video surveillance project construction is top-level planning,graded construction.The superior documents are the necessary basis for public security organs to carry out video surveillance project construction.Public security video surveillance system has become one of the pillar technologies of public security organs because of its advantages of real-time video image data,intuitiveness,accuracy and relevance,and plays an important role in deterring crime,combating crime,serving people’s livelihood and maintaining social stability.However,in the process of public security video project construction in H city,there are problems such as slow progress of project construction,system functions do not meet technical requirements,and poor video image quality,resulting in a low level of video surveillance construction in some areas,affecting the actual application effect of public security video surveillance system,which needs to be solved urgently.From the perspective of policy implementation,this paper expounds the concept of public security video surveillance system and public security policy implementation,introduces the construction of public security video surveillance project in H City,chooses Smith’s execution theory,which is a top-down research model,as the theoretical basis,and constructs an exploratory model of factors affecting the implementation effect of public security video surveillance construction project in H City.There are six influencing factors,including the policy itself,the subject of implementation,the object of implementation,the resources of implementation,the monitoring mechanism and the environment of implementation,among which the influencing factor is the independent variable and the implementation effect is the dependent variable.Using questionnaire survey method,27 questionnaire questions were designed based on 7 dimensions such as influencing factors and implementation effect,and 367 questionnaires were issued and collected.Firstly,SPSS 26.0 was used to analyze the recovered data and test the reliability and validity.Secondly,a descriptive analysis is carried out on the results of the questionnaire to study the importance of different occupational groups such as government units,technology companies and the public to each influencing factor.Finally,the principal component analysis method was used to extract 5 common factors,which were named "social environment","implementation resources","monitoring mechanism","implementation subject" and "policy quality" according to the load of each index on the common factors.The 5common factors were used as independent variables and the implementation effect was used as dependent variable for regression analysis,and the model formula was constructed.The results show that social environment,monitoring mechanism,implementation subject and policy quality have a significant positive correlation to the implementation effect,and the impact is from the largest to the smallest,respectively,monitoring mechanism,policy itself,implementation subject,implementation object and implementation environment.Based on the work experience,cases and 13 interviews of video construction in H City,this paper found that in the construction process of public security video surveillance project in H City,affected by various factors,the project completion time exceeded the specified time limit,the system function after the completion of the project did not meet the specified technical standards,the effective utilization rate of financial funds was low,and the late operation and maintenance guarantee was not in place.In view of the existing problems,starting from the policy itself,the implementation subject,the implementation object,the implementation resources,the monitoring mechanism,the implementation environment and other influencing factors,combined with the public choice theory,the causes of the problems are deeply analyzed.Reasonable countermeasures and suggestions are put forward from six aspects,such as improving the level of construction policy formulation,mobilizing the subjective initiative of the construction subject,unblocking the channels of social public participation,strengthening resource security,strict audit supervision and optimizing the implementation environment,aiming to improve the construction and application level of H City public security video surveillance system and better serve the society and the people.
