Since the 18 th National Congress of the Communist Party of China,the CPC Central Committee,with Xi Jinping as the core leader,has attached great importance to public opinions expressed via the Internet and set up the Central Leading Group for Internet Security and Informatization led by Xi himself.China thus entered the age of Internet Plus.Public opinions expressed online have increasingly become a key factor in government policy making.With the emergence of mobile Internet,anyone can make remarks on anything over the Internet and it is hard to tell truth from fiction.According to the China's authority according to the report,there were 731 million Internet users in China as of December 2016,or 53.2 percent of the total population.About 695 million people browse the Internet on their mobile phones,accounting for 95.1 percent of all netizens.The number has grown by over 10 percent for three consecutive years.The Internet has become an integral part of our life and work.With the rapid development of Internet technology,many news portals,social media sites,popular blog sites and video streaming sites have become channels to facilitate rapid spreading of public opinions,such as Weibo and We Chat.This poses a big challenge to government departments who need to respond to or guide public opinions.In recent years,the Fengxian government has strengthened its supervision of public opinions posted online,but its efforts were hampered by problems such as reliance on manual search,single-source information,and lack of classification and analysis.Faced with a surge in the number of online tweets and blogs,district authorities need to find ways to respond to and contain potential public opinion crisis,garner useful information from online posts,guide public opinions,sort out and analyze information through advanced technology.This essay is a study of China's public opinions situation with Fengxian's efforts to build a public opinion monitoring platform as an example of governmental supervision.By analyzing problems,the essay attempts to provide suggestion to optimize government monitoring and regulation of public opinions expressed online.The essay consists of three parts: introduction,the main body and conclusion.The introduction tells about the social background and importance of the research by citing Chinese and foreign achievements in this area.The main body provides an analysis of different supervision methods by various district governments in Shanghai and focuses on the practice and problems of the Fengxian District government in online supervision of public opinions.The conclusion offers advice and suggestion to strengthen government supervision of public opinions in cyberspace and ways to improve public services and guide public opinions for a positive result.
