An Empirical Study Of The Government’s Capacity In Responding To Online Public Opinion Emergencies

With the development of the economy and society,the increase in social conflicts has led to the occurrence of public emergencies from time to time.Due to the suddenness of the outbreak of a public event,it is highly susceptible to significant damage to property and people,making it the most high-profile type of event among online platforms.The openness,interactivity and real-time nature of online public opinion can infinitely amplify individual behavior,thereby creating an aggregation effect that has a greater social impact.In dealing with and facing such unexpected public events,whether governments at all levels can respond in the first instance,whether they can disclose relevant information accurately and comprehensively,and whether they can handle the events effectively are not only directly related to public safety and vital interests,but also reflect the government’s awareness and ability to respond to unexpected public events,thus affecting the image and the credibility of government departments at all levels,as well as the harmony and stability of society.In this paper,we construct and empirically analyze the life cycle theory of public opinion and the diamond model of the government’s ability to respond to public opinion on the Internet,clarify the elements of the diamond model that the government needs to respond to public opinion on the Internet.We conduct a questionnaire survey based on the elements of the diamond model to obtain relevant data with which we conduct factor analysis to obtain the factor scale with the optimal degree of differentiation,and finally complete the screening of the 24 elements of the public opinion response ability.According to the screening,the Diamond Model’s capability elements including disaster control capability,online media coordination capability,government resource allocation capability and netizens’ speech guidancecapability are used for analysis.The life cycle theory is used to evaluate the government’s ability to respond to the landslide event at various stages of the life cycle of online public opinion in S City to make scientific opinions and recommendations.At the same time,for the response capacity of the government based on the diamond model,it is highlighted that incident control should be promptly detected and vigorously implemented;resource allocation should be based on input and capacity;public opinion should be guided by cognition and intention;and media coordination should be strong and authoritative,emphasizing real responses.Overall,the need to clarify government response thinking,strengthen government response capacity across the life cycle and improve government response capacity based on the diamond model is important for improving the effectiveness of government management.According to the development characteristics of public opinion events on the network of public emergencies,this paper divides the life cycle of public opinion events on the network of public emergencies.It highlights various elements of the diamond ability model of public opinion response on the network,which is comprehensive and objective,and provides practical experience for the government to respond to public opinion on the network of public emergencies in stages.
