Research On Wage Arrears Issue Of Government Management In Fengxian District Of Shanghai

Wage is the basic guarantee for living of workers,is also the most core and foundation of the labor relations.Employers pay full wages on time in accordance with the provisions of the contract or the law,which is the basic spirit of the law and the basic principle that the labor relations must follow.However,at present in the Shanghai Fengxian District,due to the economic downturn,rising labor costs,other various reasons of enterprises itself such as: arrears,employer deduction of labor remuneration phenomenon have occurred,especially in manufacturing,catering services and other labor-intensive industries.A series of problems caused by the arrears of wages have caused huge harm to the individual,enterprise and society,and even become a social and political problem.In this paper,the basic theory of stakeholders,governance and policy tools have been integrated to make empirical analysis of wage arrears issue in Fengxian District of Shanghai.Try to put forward suggestions on arrears of government governance and long-term mechanism based on revealing the social harmfulness of arrears.The article mainly includes four parts.An introduction to the first chapter mainly introduces the research background and practical significance and the basic research idea and research methods have been stated on the basis of the relevant literature review and the definition of the basic concept.The second chapter mainly introduces the current situation of the government governance of the Fengxian District on the issue of wages issue,including the status of the problem of wages arrears and the basic ideas of the government's governance of wage arrears as well as existing problems.The third chapter mainly analyzes the causes of the failure that the government governance wage arrears problems.This paper argues that,in recent years there are three main reasons for the poor effect of Fengxian's local government on the problem of wage arrears,namely the concepts of loss,lack of institution and the plight of executing the law.The fourth chapter mainly aims at the problems existing in the management of wages arrears in Fengxian District,and puts forward the corresponding countermeasures.This paper argues that if the government want to solve the problem of wages arrears,mainly from three aspects.The first one is to cultivate the concept,which includes the renewal of the idea of government,enterprise idea renewal;in addition the government should guide enterprises to establish a correct concept of labor.Furthermore system construction should be improved,to build a long-term mechanism to solve the problem of wages arrears.Thirdly,the supervision of law enforcement should be strengthened,besides guaranteeing the security systems and measures to be realized.
