Currently,China has entered a high-risk society,for the Ethnic-Minority areas,facing with a heavier pressure of risk management.On one hand,they are facing economic development as well as poverty alleviation tremendous pressure,on the other hand faced with getting rid of the old tradition culture but advocate the new culture.They have more social conflicts and disputes to deal with.The effectiveness of risk management in Ethnic Areas greatly affect the stability of the overall social development and stable progress of our country.Tongren City is the birthplace of social stability risk assessment,Wuling Mountain Area Regional Development and Poverty Alleviation demonstration area,and ethnic unity and progress demonstration zone,with many national recognition of exemplary social risk management outcomes.Therefore,we choose Tongrenas a case,in a comprehensive analysis of theTongren society practice of risk management innovation,based on the experience to provide reference for the governance of China's national social risk areas.In this paper,based on the theory of risk society,government crisis management theory,social governance theory as the theoretical basis of this paper,defines the risk society,risk management core concepts.At the same time,an objective analysis of the Tongren City is facing the risk of people's livelihood,conflict risk,environmental risk,security risk,public opinion risk and social risk types.Then,based on the basis of study and practice,summed up the Tongren City social risk management innovation practice "5-tion mode".Finally,explain the Tongren City in the governance of social risks still exist difficulties and problems proposed countermeasures and measures to further improve the social risk management of Tongren.One innovation of this paper is to study the specificity and relevance.Tongren City,as a collector of old,small,frontier,and poor as one of the multi-ethnic region,the difficulty and complexity of risk management type of social risk is much higher than the other regions.However,Tongren City,through active and innovative social risk management,so vigorously promote the region's economic development while maintaining social harmony and stability,it is worthy of studying and learning.The second is to study the systematic research and practice.Based on the Tongren City,Guizhou social risk management practices,the junction of its innovative achievements,and further pointed out that the risk of countermeasures to improve governance,the formation of a complete social risk management experience in ethnic minority areas,for other minority areas directly learn.
