Research On Community Management Innovation Based On Social Risk Governance

Social risk is not only the macro social background of community management innovation, but also the one of management objects. And as an important way and carrier of grass-roots social management, community, which facing the society firstly, has key role in preventing and controlling of social risks. Taking Pudong District as an example to discuss the innovation of community management, in the face of this social risks including the population aging, the widening gap between rich and poor, frequent population movement, group events, class interests curing, corruption and so on. Although the community could resolve social risks to some extent, because of the constraints of political, economic, cultural and social factors, community doesn’t do very well in resolving and preventing social risks, such as lack of strategic thinking and means of governance, single governance body, and poor governance and so on. Social emergency situation is still severe. Therefore, based on learning from foreign experience and targeting at preventing social risks, we have many things to do with community management innovation, in these respects of thinking innovation, system innovation, environment innovation and technology innovation and so on. And in order to realize the diversification of development of community management innovation, we also should strengthen contact and cooperation between communities, reconstruction of social capital, establishing evaluation mechanism of risk early warning and so on.
