In November 2012,at the 18 th Congress of the Communist Party of China,the author made a strategic decision to "vigorously promote the construction of ecological civilization",which summarizes the direction of ecological civilization construction from 10 aspects.The Third Plenary Session of the Eighteenth Central Committee of the Eighth Central Committee of the Communist Party of China(CPC)called upon the construction of beautiful China,deepening the reform of ecological civilization system and accelerating the establishment of ecological civilization system.In 2013,nearly 100 areas in accordance with the requirements of the National Development and Reform Commission,to start the construction of ecological civilization demonstration area construction work.In 2014,the first batch was included in the construction of ecological civilization demonstration area of 57 areas were officially generated.Qingpu District in 2011 was officially named the Ministry of Environmental Protection,"National Environmental Protection Model City." December 2015,in the region under the joint efforts of the Qingpu District,officially listed as the second batch of ecological civilization demonstration area.According to the unified deployment of Qingpu District Government,Qingpu District has fully started the national ecological civilization demonstration work,clear the national ecological zone construction of the overall goal: as of the end of 2017,the national ecological civilization demonstration of the construction requirements of the indicators will be fully completed,thus The ecological environment,the ecological environment,the quality of the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,the ecological environment,Resource conservation "and so on,and strive to promote water environment management,and comprehensively improve the quality of the air,the intention to build a green ecological Habitat modernization of the new Qingpu,the national ecological civilization construction of the first good city.As one of the important indicators in the construction of eco-city,the urban greening construction plays a vital role in the construction of ecological civilization demonstration area,which not only requires the urban greening construction to achieve certain quality,but also requires the public satisfaction to a certain extent.However,the backward level of urban green management on the one hand restricts the development of greening a new round of green construction,on the other hand also led to the process of urban greening between the government and the public contradictions.In order to better reflect the people's masters position,the real realization of social fairness and justice,to further enhance social harmony and stability,to explore a new urban greening management mechanism is imperative.This article through the use of governance theory,the theory of public goods and public participation in the "ladder theory",one is the connotation and significance of city greening management;two is the effect of the city greening management status and public participation in the process of traditional city greening management innovation,proposed a phased mechanism of public participation in city greening management;three is the Qingpu area as an example,analyzes the overall situation,in the first demonstration area of ecological civilization in the process of creating stages of public participation in city greening management of the existing problems and reasons analysis;the four is to put forward countermeasures to realize the innovation of the mechanism of public participation in stages.In this paper,by using literature research method,interview method,case analysis,summed up the innovation research stages of the mechanism of public participation in city greening management to resolve the existing contradiction and enhance the management level of city greening,Qingpu District,the final completion of the construction of ecological civilization,has important significance to realize from city management to city governance.
