Risk Research Of The Government Purchasing Urban Greenland Maintenance Services

In recent years,urban public green space maintenance and management has gradually changed from the public institutions supply model to the market-oriented supply model.The main research focus on the advantage,basic conditions,problems and development strategy of market management.Most of them are of the viewpoint type,and lack of deep analysis of its risks.Research on the risks of government purchasing public green space maintenance services,combined with empirical cases,can help prevent the risks of purchasing services and improve the quality of green space maintenance.Taking Xiamen as an example,this paper studies the risks and influencing factors of the government's purchase of public green space maintenance services and puts forward optimization suggestions by using methods such as literature research,statistical analysis,interview survey and comparative analysis.Firstly,from the contract governance theory,the risk and influencing factors of government purchasing public green space maintenance services are theoretically analyzed.Then,taking the afforestation and maintenance of the main road in Xiamen as an example,this paper analyzes the risks in the whole process of purchasing services,and analyzes the formation of risks from the four aspects of system construction,price setting,supervision and evaluation and public participation.Finally,effective countermeasures to reduce risks are proposed for the government to purchase public green space maintenance services.The study found that,the planning phase may have decision risk,rules and regulations imperfect risk,pricing and budgeting unreasonable risk,and capital investment risk.The selection phase may involve power rent-seeking risk,lack of sufficient market competition risk,and risk of improper selection of suppliers.The implementation stage may exist risk of inadequate contractor capacity,risk of moral hazard,regulatory and assessment risk and natural disaster risk.Assessment risk also exists in the evaluation phase.System construction,price setting,supervision and evaluation and public participation are important factors affecting the weak links and risk points in purchasing services.This paper suggest that government should improve contract management,system construction,reasonable pricing,and enhance public participation to prevent the risk of purchasing public services in a multi-pronged way..
