Study On The Practice Of The"district-chief System"urban Governance In Baotou Rare-Earth Hi-Tech Zone

Since the 18 th national congress of the communist party of China,the CPC central committee has determined the strategic layout for comprehensively deepening reform.With the rapid development of urbanization and the rapid agglomeration of urban population,urban problems become increasingly prominent,and the reform of social governance is inevitable.The report to the 19 th National Congress of the Communist Party of China pointed out that the "social governance system under the leadership of the party committee,government responsibility,social coordination,public participation and the guarantee of the rule of law" should be improved.According to the actual circumstance of regional development,Baotou rare earth high-tech zone learned from the developed coastal areas in our country on urban grid management experience,took the lead in "district-chief system" urban governance work in the central and western regions,using new media technology,realiza flating management,solve the problem of cross management and low administrative efficiency management.Open up the path to public participate,gradually implement the new requirements of the 19 th National Congress of the Communist Party.Through reading local chronicles and patents,we clarify the connotation to city grid management,to grid and network governance,and so on.This article introduces the historical evolution of Rare Earth High-Tech Zone on urban management,through using the city development view on people,the new public management theory,governance theory,do a study on "district-chief system" urban governance of baotou rare earth high-tech urban governance.Comprehensive the case data,field survey,questionnaire survey data of the third district-chief,residents,raise some questions after analysising,such as,the high cost of case processing,the low public participation,the weak ability of leading group.Combining with all kinds of survey data,eventually put forward the countermeasures on improveing the comprehensive capacity of regional coordination mechanism,cultivating the consciousness of public participation,constructing the comprehensive grass-roots work team.In terms of innovation,this paper mainly discusses the systematicness and practicability of the measures.For example,in the aspect of expanding public participation,it is believed that the cultivation of public participation awareness is multi-faceted,and the government plays the role of "steering the ship".It is suggested to make key breakthroughs in the following aspects: changing the objectives of three-level film length,universal participation of government system staff,selection of honorary citizens,and education of citizens.In terms of improving the capacity of leading group,we put forward two plans,the short term and the long term.In the short term,the mechanism of the leading group should be straightened out,including the division of responsibilities of leaders and implementers,the design of various systems and the test of work effect.The long-term plan should integrate the regional coordination organs and centralize their power,so as to improve their comprehensive capacity.All of these can provide ideas for the governance of other new urban areas.
