Study On The Transformation Of Urban Management's Law Enforcement Mode With The Background Of The Government Purchases Of Public Services

In recent years,the government has carried out a new way to provide public services,which funded the purchase of public service,a new model of the government is to serve the public,to show the new idea of government services,this approach is now more widely adopted by governments at all levels,and is applied to various fields of social life the government needs to provide services,such as home-based care services,sports and social welfare service and assistance.The government to implement the government service work funded by the purchase of public service,not only can effectively reduce the government spending,but also enhance the efficiency and quality of public service in a certain extent,the social service level to rise.Under this background,the party and the government to respond positively to the relevant requirements,put forward a series of service concept,such as the the third Plenary Session of the 18 th CPC Central Committee stressed that "social management system innovation",put forward in the fourth Plenary Session of the 18 th CPC Central Committee "improve social management level of the rule of law",the city management has put forward higher requirements.In the past,the traditional mode of urban management law enforcement,the high cost of urban management,low efficiency,urban management law enforcement need to find a suitable for Shanghai urban management law enforcement model.In this paper,it is necessary to study the existing academic achievements,to explore how the government to purchase public services in the urban management law enforcement model changes,with the theory to guide practice.In this paper,by combining the relevant knowledge of public management,contact the law enforcement work,the introduction of third party management company to Qingpu law enforcement(the government purchases of public services)as an example,how to change the city law enforcement mode,city management mechanism innovation,in-depth study and improve the public service quality and efficiency to make the social service level rise other aspects of the problem.This paper first introduces the core concepts related to theoretical research results funded the purchase of public service government and the relevant aspects of the theory and the law enforcement,put forward the city management to change the internal logic of city governance.This paper analyzes the performance of the government purchase of public services and the disadvantages in the case of the purchase of the public service by the government of Qingpu Yang Xia street.This paper also summarized the practical significance of government purchase of public services in the transformation of city law enforcement mode,conducive to the normal management of the city environment;to effectively carry out the law enforcement work;to improve the image of urban management law enforcement team.As a model of new public management,the government purchases of public services has been well used in western countries.However,it is still in the initial stage in China.Although it has been widely used in home care,sports services and other fields,it is still in the initial exploration stage in the field of urban management and law enforcement.In the process of government purchase of public services,there is still some disadvantages,such as the problem about the selection and management of social forces.Therefore,the last part of the paper is to summarize the innovation of the system and mechanism of the government purchases of urban management and law enforcement,offering some advice for government purchases of public services and promote the transformation of urban management and law enforcement model,optimizing the mode of urban management and law enforcement,enhancing the efficiency of urban management and law enforcement,achieving the ultimate goal that changing social management into social governance.
