The Study Of Cooperation Patterns Between Government And Social Forces In Public Service

With the development of society and economy,people's demand for public services is increasing rapidly.It is difficult for the government to rely solely on government support to meet the demand of the development.Hence,the cooperation between the government and the social forces becomes an important measure for reforming the supply mechanism of public services.The introduction of social forces,which helps to form a joint service and support structure based on cooperation,is not only an important choice of realizing an limited and service-oriented government under the current situation,but also an development direction of public governance in china.The advancement of the cooperation between the government and the social forces in the field of public service is an inevitable requirement of deepening the reform in the new era and an important means of improving the ability of state governance.In recent years,"PPP","government purchase service" and other new terms have become increasingly popular.The impacts on the innovation of public products and services they have,will bring some very strong practical significances to accelerate market-oriented reform,transform the government functions and improve the governance ability of the government.In the early 2003,Hangzhou city began to explore a cooperation mode between government and social forces in the field of public service.Specifically,in recent years,"government purchase service" and "PPP" mode began to play an increasingly important role in this field.This paper takes the " government purchase service " model and the " PPP " model as the research object in Hangzhou public service field.Through a comparative analysis of advantages and disadvantages as well as the adoption of qualitative and quantitative analysis of the actual cases in Hangzhou public services,we can find the suitable specific field for the characteristics of the " government purchase service " model and the " PPP " model,which can also provide suggestions for the future development of cooperation between the government and the social forces in public service field.
