Research On The Purchase Of Public Service By Local Government

In order to improve the quality of the government undefineds public service supply and the efficiency of the use of financial funds,modern countries began to implement the governmentundefineds purchase of public services,which in essence refers to the use of public services,which should be undertaken by the government,through public bidding.The government entrusts these public services to the qualified social organizations,and the government pays them according to the contract.With the continuous improvement of peopleundefineds living standards,the demand for public goods and services has become increasingly diversified.As a limited government,the government cannot meet the diversified needs of social members.It is a new way of government public service for social members to obtain high quality and sufficient social services to meet the diverse needs of social members.As early as 2013,the Central peopleundefineds Government issued a series of relevant documents,in which it was clearly stated that local governments should be supported in the form of purchasing public services,in medical facilities and in educational conditions.Civil life security and other related areas to provide quality services.And for the non-basic public service field should not be despised,but more should be through the purchase of services,with the help of social forces,better service for social members.Government purchase service includes entrustment,contracting and purchasing,and social forces take on the content of public service and improve the effectiveness of service.However,for local governments,there are many problems in purchasing public servicesThrough qualitative analysis,this paper analyzes the current situation of local government purchasing public services from social forces by using relevant theories and practical cases,and probes into the existing problems and reasons,on the basis of which,puts forward the solution.To perfect local government purchase service system and corresponding plan have certain promotion function.Firstly,this paper studies the origin,development and process of local government purchasing non-governmental service,and analyzes the current situation of local government purchasing public service.This paper probes into the problems existing in the process of purchasing services by local governments,and analyses the causes of the problems,namely:the purpose of purchasing public services by the governmentThe standard is not clear,the relationship between the government and social organizations has not been straightened out,the conditions and risks are not fully recognized,and the construction of social organizations is weak.Finally,from eight aspects to improve the local government to purchase public services,I hope that through the study of this paper to solve the problems of local government purchasing public services to provide a certain reference.
