The first half of 2016,the "campus loan" platform reported the first incident has been past nearly a year’s time.The "campus loan" problem continued to emerge,led to widespread concern in public opinion.In April 2016,the Ministry of Education and the China Banking Regulatory Commission issued a notice on the "campus loan",the first introduction of the campus for the bad network lending platform requirements,but basically only for college students’ education and Internet security warning,did not solve the regulation or the protection of college students’ financial consumers.After this,in the public attention under the pressure of regulatory measures,some "campus loan" platform have "inventory",exit the student loan market to seek transformation.April 2017,the CBRC promulgated the "China Banking Regulatory Commission on the bank risk prevention and control of the guidance",the guidance clearly marked "campus loan" for the network loan platform focus on rectification object.However,in this guidance,it is forbidden to provide loans to undergraduates under the age of 18 for net loan services.Provisions are made for false propaganda fraud,illegal usury and violent collection,but no specific operation has been carried out.It is likely to become a paper empty talk.In this background,this paper starts from the "campus loan" event,through the analysis of the status quo of the whole Internet financial market and the comparative study of foreign Internet financial market regulation events,hoping to conclude that the legal situation of the Internet financial market is not clear,A more systematic solution to the institutional regulation of the campus Internet financial market,providing ideas for the improvement of the law and the development of the rule of law.The first chapter briefly introduces the development course,classification and existing problems of "campus loan" platform."Campus loan" is a self-credit card is no longer facing college students,in order to meet the needs of students with a consumer demand but no source of special needs of the emergence and rise."Campus loan" platform to provide students with a consumer-oriented "campus loan",the main types are two: electricity business platform for the campus consumer finance and P2 P network loan platform.But now because the specific regulatory mechanism is not landed,the main body of supervision is not yet clear,so the access threshold is low,the borrowing interest rate structure is unreasonable,the high degree of breach of contract and the means of collection are not legal to become the "campus loan" four most obvious status.The second chapter mainly analyzes the existence of "school loan" platform consumer protection problems.Civil law,consumer law and other higher law can not achieve the protection,and the lack of specialized regulatory laws to become the biggest legal difficulty.At the same time,the regulatory system is not yet mature and the credit system is not yet complete,but also "campus loan" platform consumer protection has shown a more prominent problem.The third chapter discusses the special and difficult of financial consumer protection on the platform of "campus loan".According to the theory and practice of many discussions,the concept of "financial consumers" made a more clear definition,but also affirmed the college students as the Internet financial consumer’s dominant position.Moreover,according to the particularity of the Internet,the particularity and difficulty of the protection of Internet financial consumers are discussed,and the relatively effective suggestions are summed up by drawing lessons from the successful practice abroad.The fourth chapter mainly elaborates the regulation suggestion to the consumer protection of the campus loan platform.Through the improvement of the Internet financial consumer protection system to directly achieve the protection of Internet financial consumers and through the regulation of the platform to indirectly achieve the protection of Internet financial consumers in two aspects.
