Study On The Treatment Of Environmental Mass Incidents

At present,our country is in the period of social transformation.With China's continuous growth of population,rapid economic development and the acceleration of urbanization,China is facing a series of problems arising from the transformation and development.Due to it's economic,political,cultural and social development,various social problems,contradictions and conflicts have become increasingly prominent.In recent years,mass incidents continue to occur,among which the environmental ones are with an annual growth rate of 30%.And we can see a rapid growth for environmental mass incidents caused by waste disposal.The degree of theirs confrontation was significantly higher than those of land expropriation,city demolition,enterprise restructuring and other types of mass incidents.Although China has basically formed the framework of environmental law,and is continuously improving the environmental protection system,the actual state and situation of China's environment is still not optimistic.This kind of mass incidents have caused a great negative impact on the social order and social stability,which has become a prominent problem affecting the social stability and the healthy development of economy and society.With the enhancement of people's environmental and legal rights protection awareness,they will ask for stricter and higher requirements on governmental supervision.The root cause of the conflicts on the environmentalpollution-related projects lies in the lack of trust in the involved enterprises and the distrust in the government.Therefore,not only the enterprises need to improve the technical level of the highly-polluted projects and pollution emissions management,atthe same time,the government also needs to better fulfill their supervisory duties,coordinate the interests of all parties,and highlights the stable development of economic society.This paper aims to analyze the causes and process of environmental mass incidents,then to discuss the government's responsibilities and countermeasures in such incidents.From the content,this paper is divided into six sections to illustrate the governance of environmental mass incidents.(1)Introduction.It mainly introduces the background and significance of the research,the status and development tendency of domestic and foreign research,the research content of this paper,the problems to be solved and the main research methods.(2)An overview of environmental mass incidents.It introduces basic situation and development trend of evolution mechanism and the concepts of the environmental mass incidents in our country.(3)The theoretical basis of environmental mass incidents and its governance.The theoretical basis for the governance of environmental mass incidents is discussed in detail,including NIMBY conflict,multi center,collective action and social movement theory.(4)The analysis of the causes of environmental mass incidents and its triggering mechanism.Detailed analysis of the environmental mass incidents' background and causes,the formation mechanism of the subject,and the generating mechanism of the behavior are included.(5)A case study on the governance of an environmental mass incident.It is based on the case of one newly-built garbage dump in City S.Through the review of the incident,the paper analyzes and summarizes the problems and causes involved in the handling of the incident by the municipal government of City S.(6)Overseas experience and enlightenment.This part introduces the measures taken to deal with environmental mass incidents abroad and its enlightenment to China.
