Problems And Countermeasures Of Shanghai Urban Management And Law Enforcement

That the urban management and law enforcement is the action of administrative enforcement of law.It is the management of the urban infrastructure and public service facilities and the environment of the city by law enforcement and also it is a necessary means to promote and guarantee the good development of the city.City management refers to the city as the object,to protect the public service life as the goal,use a series of mechanisms such as plan,decision-making,organization and so on,with legal,policy,economic,technical and other means,by the government,social interaction and the market,focus on the city operation and development to guide,coordinate,service and manage the activities.At present,there are some defects in China's urban management law enforcement,such as the unidentified subject of the enforcement,the lack of ability to law enforcement,the lack of insurance of law enforcement,and the lack of law enforcement supervision.The legal and social benefits of urban management law enforcement activities still need to be improved.In this article,the author will stand in a city administrative law enforcement implementer's standpoint,to analysis the main problems and causes of Shanghai Changning Region urban management and law enforcement,and use two examples to analysize.In addition,by referring to the urban management practices of the developed countries,the United States,Japan to put forward the application of Shanghai city administrative law enforcement measures.With the rapid development of most cities in the China,the promotion of large-scale infrastructure construction,urban management is facing more and more unpredictable and uncontrolled factors.Meanwhile the problems of laws and regulations are not perfect,the management to be complex and diverse social demands.Some domestic big city such as Beijing,Shanghai,Guangzhou,are trying to build a way to solve the dilemma,and gradually establish a new system with a clear responsibility,strong command,smooth coordination,integration of resources,and efficient disposal.
