Research On Government Regulation Of Food Safety

Food safety is an important public goods related to people’s livelihood.The maintenance of food safety is a major item about not only person’s health and life safety,but also an important indicator of the government’s ruling level and credibility.However,with the continuous development of modern food industry,government departments take strict control of the full details of the food industry has become increasingly difficult to achieve.The unitary management subject under the omnipotent government model has been unable to achieve effective supervision of food safety.In the premise,the regulation of limited government began to be raised by scholar.In this paper,based on the theory of "limited government",the author uses the methods of literature study,case study and comparative study to analyze the current situation of food supervision in P District of H city.First of all,by reviewing the reform of government food regulatory system in P District,this paper tries to do a qualitative analysis of food safety supervision bottlenecks in existing "omnipotent government" mode and put forward a new location in the "limited government" theory as the core of the functional department.Secondly,the possibility and the role of the third party social organizations in food safety maintenance are discussed in this paper.When the power of the government is selective interpretation in the field of food safety,third party social organizations should be as a very effective supplement to participate in the construction of food safety system and gain more right to speak in the governance of food safety.Thirdly,by the method of literature research and comparative research,this paper makes a comparative analysis of the current food safety systems in some countries.It focuses on the analysis of the third party social organizations in each country which ways to participate in the food safety management.That provides a practical basis for third party organizations in our country to participate in social governance of food safety.Finally,according to the above research conclusion,this paper puts forward 4 suggestions from the aspects of the transformation of the government idea,the strengthening of the information disclosure,the improvement of the three party evaluation system and the strengthening of the main body of consumers.
