The Report On The Situation Of Agriculture-Related Duty Crime In Gansu Province

In recent years,Party committees of CCP and governments at all levels have conscientiously implemented all policies and strategies which are made by the center government to promote rural reform and development,and,they have increased the infrastructure construction investment over many fields,such as rural housing,transportation,water conservancy,medical,communications,energy.What's more,they also have increased the specialized and comprehensive subsidies to famers.By doing the above things,farmers'production and living conditions have been greatly improved,the rural landscape has been changed tremendously,"three rural work" has achieved remarkable social benefit,economic benefit and ecological benefit.It is a importantance that they have realized the sustainable development on rural society and the coordinated development between city and country.At the same time,along with the State has been increasing investment on the "three rural work",the cases of the agriculture-related duty crime had been happening year by year,and,most of them mainly concentrate in several areas that are the rural infrastructure construction and demolition transformation,the rural land expropriation,the capital management to support and benefit agriculture,the rural education and health care in the comprehensive rural reforming period,the construction of grassroots political power and autonomous organizations in rural areas.The crimes seem to be at the lower amout,low means and non-wide influence,however,because it is committed by the national staff,which damages the vital interests of farmers seriously,impedes the full implementation of the national policy to support and benefit agriculture and the smooth progress of new rural construction.What's more,some places also triggered collective petitions,leapfrog petitions and mass incidents which lead to serious consequences,such as the tense relations between The party and the masses,The cadres and the masses,the opposition between the state power and the farmer's private rights.And then,it seriously affects the harmony,stability and development of rural society and hinders the pace of building a new socialist countryside.By using empirical analysis way,this paper attempts to study the way of controlling,reducing and preventing,then,put forward the countermeasure and suggestion.Firstly,on the basis of the procuratorial organs of Gansu province investigated the agriculture-related duty crime cases on card data information from 2008 to 2012,the paper want to Investigate the current situation,the incidence trend of the agriculture-related duty crime cases,analysis the outstanding problems existing in the agricultural project.Secondly,combining the typical case and key data,In order to clarify the serious social harm which caused by the crime,it will depth analysis the causes and formation conditions of the agriculture-related duty crime cases.Finally,in reference to other provinces' success experience of relying on procuratorial liaison office to carry out prevention policy,explore the way of village prevention member,construct the rural crime prevention network,it will pertinently explore the social prevention approaches and specialized prevention model andmechanism of the agriculture-related duty crime.
