As a public cultural institution with priority support and development of the party and the state,the construction of staff team has been placed in an important position for organization development.Meanwhile,the growing group of unofficial personnel played an active and increasingly important role within institutions,meeting cultural development and labor demand of public institutions.So unofficial personnel cannot be excluded from the construction of staff team.In current situation,public cultural institutions commonly value identity management,which greatly enhances instability of unofficial personnel.This makes them lack of sense of belonging,stability and commitment to organization and work.However,these negative effects are also contradictory to the actual needs of the organization-rely on unofficial personnel to carry out the development and construction.Therefore,how to improve organizational loyalty of unofficial personnel,resolving Contradiction between supply and demand of the organization and unofficial personnel group,has realistic and great significance for public cultural institutions.Through literature review,with the aid of research results,this paper summarized the research on the management and organizational loyalty of unofficial personnel in public cultural institutions.Unofficial personnel of Guangxi Z museum was studied as research object.To put the study of unofficial personnel organizational loyalty into specific cases,through scientific investigation and statistical methods,and then An in-depth investigation was made in current situation and influencing factors of the organizational loyalty of unofficial personnel of the Z museum.Through investigation and analysis,four factors that are found to measure unofficial personnel of Z museum organizational loyalty:affective loyalty,management loyalty,normative loyalty and continuous loyalty;and the six factors that affect organizational loyalty,career development,organization atmosphere,pay satisfaction,management style,development prospect of units and professional quality.According to the description statistics and the factor score,there is little difference between the four loyalty dimensions.And as a whole,the average is at a moderate level.So there is still a large space to improve organizational loyalty.Unofficial personnel satisfaction with factors like salary,welfare,career development prospect,unit development prospect,organizational culture atmosphere and so on becomes the main influencing factors of loyalty to the organization.Finally,based on the research results of Z museum,this paper puts forward some measures to improve organizational loyalty of unofficial personnel:creating bright organizational development prospects,creating a good working environment and organizational culture atmosphere,establishing a professional development system for unofficial personnel,constructing a comprehensive salary management system,building a loyalty management system,improving the system of performance appraisal.This paper also proposes an incentive mechanism to promote organizational loyalty of public cultural institutions.Starting from the path of cohesion,clear growth path and fair reward path,targets to improve the level of related loyalty,promoting the organizational loyalty of unofficial personnel at public cultural institutions.
