Under the circumstance that the state advocates the simplification of administrative establishment,it is difficult for the city administration department to use the limited administrative law enforcement team to effectively manage the city.For this reason,for the Urban Management Administrative Enforcement Bureau,law enforcement officers within the establishment can not cope with the current heavy urban management work.Therefore,law enforcement officers outside the establishment will inevitably need to appear and go to work.However,there are often differences in the quality of external personnel,resulting in a series of management problems.This study takes motivation as an entry point to explore the problems existing in non-staff staff motivation in administrative departments,and puts forward countermeasures to solve these problems.It will protect the rights of non-staff staff in administrative law enforcement and promote urban management departments to manage non-staff staff more effectively.It is of great importance to promote the management and development of cities.The main contents of this study can be roughly divided into the following parts.The first part is the introduction,taking the City Administration Executive Bureau of T City as the research object,the meaning and purpose are summarized.And through the domestic and foreign research results of the research for the entire research and development of the theoretical basis.In addition,this part also briefly summarizes the research methods and framework of the paper,and combs the entire research context.The second part is the definition and related theory overview,the concept of paper research is defined,and the paper research motivation theoretical basis is summarized.The third part is the summary,analysis and comparison of the incentive status of T city administration law enforcement bureau.In the fourth part,the author finds out the problems and reasons of the incentive through the research on the status quo of non-staff in T city administration and Law Enforcement Bureau.In the fifth part,according to the problems and reasons mentioned above,combining with the actual situation of t city administration and Law Enforcement Bureau,the author puts forward some countermeasures to solve the incentive problems of its non-staff.The sixth part is the research conclusion and discussion.This part is a summary of the full text,mainly through the review of the paper,combing out the conclusions and shortcomings of the paper.This study mainly adopts literature research method,case study method and investigation method.Based on the previous research and theoretical research,the paper aims to fully understand and analyze the current situation of non-staff employees of the City Administration of Urban Management Executive Bureau of T City.Find out the main problems and reasons for the motivation of non-staff employees of the City Administration Executive Bureau of T City,and adjust and protect the incentive mechanism of non-staff employees according to the current development of the industry.
