Research On The Status Quo,Causes And Optimization Countermeasures Of The Supervision Of Road Trafffic Accident Liability Identification By S County People’s Congress Standing Committee

Scientific and fair behavior of road traffic accident liability identification plays a core role in clarifying accident liability,resolving accident dispute,and safeguarding the rights and interests of all parties.The standing committees of county-level people’s congresse,as the most grass-roots organ in the supervision system of the NPC,are entrusted by law with the main function of supervising the work of the People’s governments,the People’s Committees and the People’s Procuratorates in accordance with the law.They realize the correct,timely and effective performance of their oversight functions,and play an important role in promoting the democratization and rule of law of social governance at the grassroots level.From the perspective of public management,this paper comprehensively sorts out the problem existing in the supervision work carried out by the Standing Committee of the county-level people’s Congress in the identification of liability for road traffic accident,finds out the deep problem,makes a scientific analysis,and provides feasible countermeasures for optimizing the supervision work.It is hoped that the research of this paper can enrich the existing theoretical research results and provide reasonable optimization countermeasures for this kind of supervision.Taking the Standing Committee of the People’s Congress of S County as a sample,this paper comprehensively analyzes the operation status of Standing Committee of People’s Congress of supervising the identification of liability for road traffic accidents and the causes of existing problems,and combines the successful experience of the standing Committee of the People’s Congress of other counties to provide feasible opinions and suggestion for strengthening and improving such supervision in the new era.The following conclusions are drawn:(1)The supervision of the road traffic accident liability identification behavior of the Standing Committee of S County People’s Congress is carried out in fewer form,and the supervision frequency and supervision and rectification after supervision need to be improved.(2)There are the following eight problems in the supervision of the road traffic accident responsibility identification behavior of the Standing Committee of the National People’s Congress of S County: the supervision body perfect,the supervision mechanism not perfect,the supervision ability is not strong,supervision intensity is not enough,the supervision frequency is not high,the supervision procedure is not standardized,the supervision results are not paid attention to,and the representative supervision role is not fully played.(3)It is suggested to improve the effectiveness supervision from the four aspects: perfecting relevant and regulations,improving the NPC’s supervision mechanism,strengthening the NPC’s self-construction,and innovating supervision methods.
