County Level People's Congresses Motion Proposes

The People's Congress system has an extremely rich connotation, including many concrete systems which are set up to realize this basic system, such as the conference system, the decision-making system, the personnel (appointments and removals) system and so on. These systems all take the People's Congress bill as well as the Suggestions system as precondition, i.e. only when related bills or suggestion are legally proposed can important decisions be made, such as carrying out superivision and inspection and making decisions about appointment and removal. However, in the county People's Congress work process there is inevitably the problem about how to fully play the role of local organ of state power. How to prepare the proposal to National People's Congress is a key part in county level People's Congress but also a weak part. Therefore, it is an important task of the current county People's Congress's to analyze problems in the preparation of proposals, and to put forward ways of improvement and thus to full and perfectly complete this task. This research means to help consummate the county People's Congress bill process, and help improve county People's Congress' works, and make some practical judgments on the job of the county People's Congress's on the basis of comparison, and thus offer some help to local governments to have scientifical administration and development.
