The e-government is a new way of the public management, which is to adapt the development of information technology, to chang the traditional function of the government and better offer services to the community. In recent years, our e-government has developed greatly. As one of the six national e-government systems, our NPC e-government also has great improvement.Currently, the construction of the National People's Congress and the provincial People's Congress of e-government has developed to a high level, but county-level People's Congress'is basically still in its infancy. As a local state authority, county-level People's Congress should know how to broaden the channels of the supervision, create the way of working and promote the primary-level democracy by the e-government which is the main problem our NPC faces.Under the condition of analyzing the concept of sovereignty of the people, the theory of the reform of public administration, public administrative efficiency and some other theories of the e-government, this paper not only explains the concepts, content and function of the NPC e-government but also analyzes the need and features of the county-level People's Congress. Then taking the construction of the e-government of the county-level People's Congress in Hunan as an example, with the empirical analysis, literature research and investigation, the thesis gives a detailed analysis of the current situation, problems and causes. On the basis of the analysis above, learning from the successful experience on the e-government affairs construction from abroad, the paper shows some suggestions and solutions on the construction of the county-level People's Congress in Hunan including development condition, planning, platform, and path.
