The international system,also called the international relations system,regards international relations as a system with internal connections.The theory of the international system holds that the constituent elements of the international community interact according to certain rules and eventually form a relatively stable relationship structure in the long-term interaction within a certain period of time.As the most powerful actors in the international system,the comparison of great powers directly affects the pattern of the international system.Based on this,each international system has its own corresponding international rules and order.It's proved that an international system cannot last forever.In a specific historical period,it would undergo a "transition,"which is from one international system to another.In recent years,the concept of"Indo-Pacific" as a geopolitical one has been pushed to a new peak.However,the"Indo-Pacific" region as an objective geographical concept is an objective reality.Although the concept of international system is originated in the West,its practice is not western-only.Historically,China and India which are both ancient civilizations in the Indian-Pacific Region,kept their own systems in terms of international system level until modern times,when they were pushed to accept a western-leading paradigm.According to historical experience,it seems inevitable for established power to regard emerging power as a challenger or even as a threat so that it may take countermeasures.As a result,the evolution in the international system or pattern is often accompanied with turmoil or even war.Thus in order to clarify the evolution of the international system in the Indo-Pacific region,the discrimination and analysis of the concepts of international pattern and system is needed,and the framework of the proposed by Prof.Qin Yaqing is believed.Taking the 'Indo-Pacific' as a regional perspective,it covers international patterns from different historical stages in the Indo-Pacific Region.It divides the variables on evolution into the ontology of the system and the internal elements.Starting from these two dimensions,the features of development is summarized.In a word,the ontology of the system mainly includes the nature of the actors and the international norms defining the actors.The internal elements mainly include the power structure,institutional structure,and cultural structure.The international pattern in the Indo-Pacific region has undergone roughly three major phases.The first one is the dual pattern between Tribute System(East Asia)and Mandala System(South Asia),during which they were independent except in about 30 years in the early Ming Dynasty.The second one is the dual pattern led by the western,British-Indian Colonial Pattern in the Indian Ocean Region and US-leading Washington System in the Asia-Pacific Region.The Third stage is the evolution from Asia-Pacific regional pattern to the Indo-Pacific one after the cold war.Among them the transformation from Stage ? to Stage ? was mainly an ontological transformation,while the evolution in Stage ? was mainly that of internal elements.In the Stage ?,the evolution of Indo-Pacific regional pattern will mainly perform strength comparison and interaction among related countries.Under the irresistible trend of China's rise,the institution and culture factors will play a more important role.The possibility of the 'Indo-Pacific' system does exist indeed.Indeed,institutions and norms will play a more prominent role in the evolution of the international pattern in the Indo-Pacific region.Under the background of the rise of China and India,the international pattern in the Indo-Pacific region may once again form the situation of the.multi-element.On the other hand,there are differences in the strategic positioning of the "Indo-Pacific" among relevant countries,and China should discriminate them and pose a different foreign policy.
