Study On Comprehensive Law Enforcement System In Yunnan Province

The Comprehensive administrative enforcement of law,since the law of administrative punishments published,largely develops by the state council's encouragement.Currently,about the comprehensive administrative enforcement,some provinces are exploiting.There are three theory institute model,two of them happened in our province.Though it has clear advantages on multiple and repeat enforcement of law and change of the status of country law enforcement,some problems such as low level of institution and fuzzy of direction still happened.This paper,after rigorous theoretical analysis,boldly puts the institutional setting,institutionalization and future development direction of the comprehensive law enforcement on the vertical management reform of the high-level government,and thinks that the comprehensive law enforcement agency mode of the high-level government stationed in the rural areas is the future.The first chapter of the paper summarizes the existing literatures on the comprehensive enforcement of law and puts forward a new concept and constructs two kinds of the comprehensive law enforcement agencies.The second chapter describes the status quo of the comprehensive law enforcement agencies in Yunnan Province,and the reform and exploration of governments at all levels and points out the existing problems.The third chapter analyzes the comprehensive law enforcement agencies model and supports the establishment of the rural comprehensive law enforcement agencies in the form of high-level governments' vertical management and does not approve the pattern of the current models which are experimenting:The fourth chapter looks forward to the possible development of the comprehensive law enforcement agencies from the perspective of the possible withdrawal of the township government,the relationship between the central government and the local autonomy.The conclusion summarizes the point of view of this paper and puts forward the conclusion.
