Analysis On The Proposal Of The Proposal Of The County People's Congress Proposal

People's Congress system is the fundamental political system in our country.Repre sentatives of People's Congress at national and local levels can submit proposals,sugges tions,criticisms and opinions for all aspects of the government when the National Peopl e's Congress is or is not in session,which is the important channel for promoting gover nment agencies to improve their works,change styles and respond to the people's liveli hood.Therefore,works of handling proposals and suggestions are the obligatory statuto ry responsibility for governments at all levels and their departments.The National People's Congress of Yangzhong Municipality has always attached gr eat importance to works of handling proposals and suggestions.Whether the number of suggestions made by the representatives each year or the quality of advices provided by the transaction representative from the government department of supervision after trans action can be called at the leading position for works of handling suggestion in the Peop le's Congress at the county.Based on the working experience of services and works of h andling suggestion in the People's Congress for many years,the author thinks that the re ason why the People's Congress of Yangzhong Municipality can achieve such a result st ems from a set of work handling methods that suit local conditions and take roots.Then,it conducts the analysis by taking the introduction of full-coverage proposals for proper ty management as the example so as to fully prove it that the ways and methods adopted by the People's Congress of Yangzhong Municipality in the process of handling propos als and suggestions are feasible and practical and can play a positive and promoting role in the development of people's livelihood.In this paper,it takes the basis of comprehensive summing working methods to han dling suggestion for representatives of Yangzhong Municipality,it summarizes some in spirations for the handling of suggestion through conducting investigations and research es,visiting some of Municipal People's Congress representatives and government depart ments,consulting relevant literature,documents and materials.Meanwhile,it provides s ome practical experience that is worthy of reference for the work of the grass-roots Peop le's Congresses by discussing the work philosophy and work experience that are shown when Yangzhong Municipality Standing-committee of NPC handles proposals and sugg estion made by all representatives.
