The Study On The Promotion Of CPPCC Proposal Work In Zhongshan District,Dalian

The Chinese People's Political Consultative Conference for short is CPPCC,it's an important part of the national governance system,which is a specialized consultative institution and a main channel for socialist consultative democracy.The CPPCC is not a decision-making body,but it's a important platform for parties and groups discussing the state affairs.The proposal of the CPPCC is the direct and effective way for the CPPCC performing its function.Whether the proposals of the CPCC play a role in China's democratic political construction or not,what problems of the proposals are the research items of this paper.The investigation of Dalian Municipal Political Consultative Conference and learning experiences indicate that the Municipal Political Consultative Conferences in different areas are improving the proposals in standardization and innovation.Nevertheless,many issues existing,as the contradiction between high case rate and low effect rate,reduce the proposals' actual effectiveness.This paper studies the proposals of Dalian Zhongshan District CPPCC under the view of science of public management and explores the significance of the proposals of the CPPCC.With the data analysis of the proposal quantity,major structure,content type,supervision mode and other factors,this paper poses the issues and brings forward solutions to improve the effectiveness of the carry out of the CPPCC proposals and to promote the further development of deliberative democracy and the government decision making capacity.
